Colorado’s K–12 public school teachers work within a standards framework established by the Colorado Department of Education (CDE). The Colorado Academic Standards (CAS), most recently revised comprehensively in 2020, govern instruction across ten subject areas: English Language Arts, Mathematics, Science, Social Studies, World Languages, Arts, Physical Education, Comprehensive Health, Computer Science, and Personal Financial Literacy. Colorado’s Personal Financial Literacy standards are a distinctive feature of the CAS framework — one of few state standards systems to include financial literacy as a standalone, assessed subject area. Colorado’s ELA and Mathematics standards share structural similarities with the national Common Core frameworks, though Colorado does not brand its standards as “Common Core.” Science instruction in Colorado follows the Next Generation Science Standards (NGSS), which CDE adopted as its official science standards. NGSS requires three-dimensional instruction where students simultaneously use Science and Engineering Practices (investigating phenomena, designing solutions, analyzing data), engage with Disciplinary Core Ideas (the core content of life, physical, Earth, and space sciences), and apply Crosscutting Concepts (cause and effect, energy, systems, patterns). Colorado science teachers can no longer plan lessons that consist of teacher lecture plus student note-taking; NGSS requires students to actively make sense of phenomena through inquiry, which demands more sophisticated lesson design than traditional content-coverage approaches. Colorado’s primary statewide assessment is the Colorado Measures of Academic Success (CMAS), which assesses ELA and Mathematics in grades 3 through 8 and Science in grades 5, 8, and 11. At the high school level, Colorado funds PSAT administration for all grade 9 students and SAT administration for all grade 11 students, making the SAT Colorado’s primary college-readiness benchmark assessment.

Colorado teachers in grades K–3 are navigating significant compliance requirements under the Colorado READ Act (Reading to Ensure Academic Development). The READ Act requires all K–3 teachers to demonstrate competency in science of reading instruction or complete 45 hours of professional development aligned to the READ Act training requirements. Schools must develop individual READ Plans for students in grades K–3 who are not meeting literacy benchmarks, and these plans must integrate evidence-based, structured literacy instruction. For teachers of multilingual learners, READ Plans must also incorporate Colorado’s English Language Proficiency (CELP) Standards and WIDA ELD Standards Framework requirements. WIDA (World-Class Instructional Design and Assessment) is a consortium-based English language development framework used across 40+ states that defines five levels of language proficiency and sets expectations for how English Language Learners grow across four domains: Reading, Writing, Listening, and Speaking. WIDA’s framework requires teachers to write explicit language objectives alongside content objectives in every lesson — not just a content standard but a parallel language standard — and to design tasks that develop academic vocabulary and disciplinary language skills simultaneously with grade-level content.
